I guess it's the culture. And since culture stems from the social animal and society is based around a sub-group, then race probably has something to do with it and that would mean putting a revolver in the hands of a monkey isn't the best idea. I guess that's why they have to ban them and why even with that ban the monkey still shoots himself.
