If I'm not mistaken Switzerland has a policy of compulsory military service which includes a regimented training system. Honduras, to my knowledge, has a more "tribal" system lacking a overarching formalized training. Every citizen of a country should have the right to keep and bare arms for defense of life and property however, this feels like an apples to orenges comparison. Having the ability to kill on a whim should be mitigated by being instilled with the knowledge that doing so should be the last resort. Being handed a gun should come with more instruction than point and shoot. In my opinion this is best taught by family; parent to child.
I guess it's the culture. And since culture stems from the social animal and society is based around a sub-group, then race probably has something to do with it and that would mean putting a revolver in the hands of a monkey isn't the best idea. I guess that's why they have to ban them and why even with that ban the monkey still shoots himself.
