He may be referring to the public comment process. Trump can be less than precise about these types of details. Not hearings but rather telling the ATF to solicit public feedback before making the change. And for the record the ATF did indeed solicit public feedback on their website on the subject of bump stocks.

Just confirming what everyone knew already, that public hearings/feedback is just for manufactured consent and is normally ignored completely.
