I bought a bunch of Snap Caps to teach newbies how to properly load a magazine, insert it into the mag well, and rack the slide. It takes the fear out of learning at a (loud) gun range.

Months... That is messed up. In my state I can walk out right after purchase. Although I did have a couple of purchases get flagged (I'd love to know why some get flagged and some don't), but even then the most I had to wait was three days before I could go back and pick it up. I do believe 3 days in the max here.

Months is just in the beginning to get your license. From then it is pretty standard... go in, fill out the form, wait 10 min while they run the NICS check, pay, walk out.
To get your license though you need to take a class and wait while they state does a background check that takes forever.
