You can find some good stuff sub $400 under normal conditions, especially used.
Unfortunately for you these are not normal conditions.
If you can wait I'd say save up at least another $200 and then go looking, or just wait till the madness has ended... Then again that might be too late...
I'll give you my standard answer for now tho. The Glock 19 is the gold standard as far as features go. It's not for everyone but it does check all the boxes. Find a local range that does rentals and try as many out as you can, ignore the price for now and just keep notes on what you do & don't like. I'll tell you to keep in mind things like parts & accessories availability. Reliability should be top of the list as well. Include things like extra magazines (I would say have at least 3) and some ammo in your budget, otherwise you have a paperweight. Once you have your set budget + the list of likes/dislikes go shopping.
