Orban congratulated Georgian Prime Minister Irakli Kobakhidze on his electoral success, as reported by 1TV. The Hungarian Prime Minister stated, "Discussions about elections in Europe shouldn’t be taken at face value. When leftists win, Brussels proclaims it a victory for democracy, but when conservatives win, suddenly, there is no democracy to speak of. This has become the norm."

They share your vocabulary, but not your dictionary.

When a leftist speaks of "democracy" they speak of the interests of the left being implemented and only this. Even if a non-leftist were to be voted in by a supermajority, that would not be "democracy" to them.

To understand this, you would need to read Herbert Marcuse's essay Repressive Tolerance. It can be applied to other concepts than "tolerance" in a similar way.
