Could be that, but it depends on what is meant by "more powerful". Would a neutron bomb be considered more powerful in that it has enormous potential to destroy life with rather minimal damage to structures? A neutron bomb on tel aviv would be fucking awesome. It would solve so many problems. The only problem is making sure enough jews are there in the radiation zone.

Maybe the supposed "super EMP" they always say North Korea is developing? Whatever it is, it's probably untested or it would have been detected by now.
