Could be that, but it depends on what is meant by "more powerful". Would a neutron bomb be considered more powerful in that it has enormous potential to destroy life with rather minimal damage to structures? A neutron bomb on tel aviv would be fucking awesome. It would solve so many problems. The only problem is making sure enough jews are there in the radiation zone.
