The electricity shortages were created by dick-head globalist policies -- deliberately created. To end the crisis, all they need to do is stop being dick-heads. They need to look at the reality of the mess they've created, and fix the mess. All the coal-fired electrical plants they've closed down need to be re-opened. The nuclear plants need to be re-started, or new ones need to be built. There is no other way. In the long term, we need to remove the dick-heads from political power.
