Cities every city in damn near the whole western world no power, no food unlivable mass exodus all at the same time. Every place even slightly capable of feeding itself immediately decentralizes and reorganizes around the local level because foreign trade doesn't exist and cross state trade barely exists and youve got warring factions flooding out of cities eating and raping everything. Whos going to pony up the resources to support every city in the western world? FEMA can't even do one city. The fuel, the vehicles, the people and logistics impossible.
