The US and the West were already blaming the humanitarian crisis on the Chinese and using that argument to prevent them from accessing the monetary market. The Chinese were putting pressure on the West to access the monetary market and stop the humanitarian crisis. The US position was always the one that couldn't solve the problem and even if the media had been on the US side, they wouldn't have won a propaganda war.
The US was already blaming China for the humanitarian crisis, they would still blame China for the 100,000s of boat & plane they'd be sending, but that's just hammering the same point while having to deal with terns of millions of refugees and millions of dead refugees. China doesn't care, it has plenty to spare, but people in the US wouldn't be able to stomach all the death and the new population. Certainly not for something as abstract and meaningless to the population as accessing the monetary fund.
