While it probably is happening (drastic measures descibed above), it's indeed unclear if the vids in the OP are related to those measures or totally unrelated (as in looters getting crowd justice for instance)

It is happening, but gov isn't stupid and knows people have mobile phones and VPN.
The main problem is western media using/flooding videos without context and stick some clickbait titles/stories to them for traffic/revenues.
By doing so, they prevent real news from getting attention.

It's like the videos of people lying dead on the floor automatically branded as coronavirus.
They seem to forget that people didn't suddenly stop to die for random reasons when the outbreak started.
