If the infection rates are true I would not call a broad quarantine draconian. It makes sense. If I was over there I would shelter in place if possible.

I mean, how do you quarantine a continent? Why not quarantine the planet then? See what I mean? It gets ridiculous at some point
You can restrict travel but there will always be those who can find away around it.
Having a vaccine and nuking the site from orbit aside, there's only one way to get this shit under control and it's to go after every infected people and those that were in contact with them, and put them in quarantine

How long can they afford to freeze those areas? Until they figure a cure or vaccine, and it's not there, today
