I've suggested it based on account age or some "value".

New accounts should have significant restrictions.

I don't see any advantage to allowing anyone to use programs to dump a list of posts into /new/ in a short period of time unless the admins think the site is hurting for content.

Get rid of the API completely.

A user should be required to do everything. Literally everything.

I think an API is okay, but a throttling limit would be a definite requirement to prevent spammers. The throttling should also adjust to prevent continuous 24/7 automated posting.
