I think two people at about 150 average could ride on a single horse, but this is funny. If their horses are particularly small, this could be a reasonable limit. A muscular man could easily hit or exceed that amount of weight.

Yeah I think the weight limit is fairly conservative so they can publish it to scare away people who are less than 50 pounds over who would try to bullshit their way through and generally trust themselves to eyeball who may be over and provide a scale if the customer wants to argue about it.
