The weakness is further back up the kill chain.

Drones don't run themselves.

Look up, "electrical grid vulnerabilities". How do you keep them charged when the grid goes down because one guy shot out the transformers?

Who's going to fix and run them when the tech's families have all received "night letters" nailed to their front doors, with pictures of their kids at school? And not just the wives and kids either. Mom and dad, grandma and grandpa, sisters and brothers, aunts and uncles, cousins and friends. When you take a side against the population in that kind of conflict, you put everybody you know at risk with your decision.

The human part of the equation is always the weakest and most vulnerable.

You act as if the population will unite against an oppressive government.

It doesn't take the whole population. If you're waiting for the whole population to agree with you and rise up, don't hold your breath.

It only took about 100 active members of the IRA to tie down the whole British army for decades in Northern Ireland. And to go on the offensive in London.

It only took Castro about 50 men to take over Cuba.

And only about 30% of the colonists in America favored splitting away from England and forming their own nation.

You don't need the whole population to rise up with you, or even agree with you. You just need them to not actively support the other side, and stay the fuck out of the way.
