Yeah, definitely Japanese since they won't allow tattoos. While I hate the thought of a naked restaurant, the no tattoo policy is a definitely a Japanese trait. It'll get you barred from several things since tattoos spell trouble for them. It's a Yakuza stigma, so they won't allow anyone just under the pretense of "I don't want any trouble."

Edit - This will be mostly a sausage fest of salarymen. The only type of women that would do this in Japan are not the type of women you'd want to see naked.
