I don't think it would be beneath them to dig uneaten food out of the garbage.
If they were allowed to do it, I'm sure it would happen every chow. But this "don't throw food away" unwritten golden rule is strictly observed by all inmates. Even if nobody has asked you for your leftovers, you have to offer them up. Always a taker, always.
Even if there was no rule being observed, pretty sure the dep (or CO depending on facility) in charge would put a stop to trash digging real fast.
