Actually, fatties do quite well in U.S. prison. So long as it's not a supermax 23-hour lockdown prison. a) End of every chow, they're stalking the skinny inmates as they finish up their meals. "You gonna eat that? Can I have your cake? Can I have your fruit cup?" They'll get really upset and start fights if anyone tosses any food in the trash can. I preferred to trade portions of my food for milk and juice with them. b) Commissary. They can load up on a mountain of junk food and gorge themselves while they have nothing better to do with their time.

If they were allowed to do it, I'm sure it would happen every chow. But this "don't throw food away" unwritten golden rule is strictly observed by all inmates. Even if nobody has asked you for your leftovers, you have to offer them up. Always a taker, always.
Even if there was no rule being observed, pretty sure the dep (or CO depending on facility) in charge would put a stop to trash digging real fast.
