Because smart people realize the value in improving themselves. To do that, one must know their own limitations before they can expand and surpass them. Dumb people believe they are limited by other people.

It's called the Dunning-Kruger effect. Dumb people are unaware of what they don't know, and since they don't look, they believe they know enough to be an expert. Smart people are very aware of how much they don't know. As a result, they tend to be more cautious when publicly taking a position on a subject.
