That's how public officials and gov't workers act when you record them. But police try to get you to turn it off. When you don't, they act the same way. Don't believe me? Just walking to a public office and begin recording without saying a single word. Have fun...they go crazy. This lady was worried it would be on youtube, totally unfounded concern. Heehee.
