Unless some more info comes to light, Victor Bout legit ran guns and killed people. Nothing says that he was "entrapped" or "made the patsy" of some FBI scam they run on assberger teenagers to get them to shoot people and score points with "yeah! see! we captured the July 4th parade shooter! give us more funding!".
