He's accessing an array called RunProgram with the index referenced by Hello.World, i.e. not running a program.
Furthermore, he's setting Username to be the value new in the if statement, not comparing anything that will result in a boolean value.
None of this makes any sense. The NPC memes actually make sense in the context of a program.
