The Post selectively telling the truth to make a political hit piece. Not that I like Dementia-in-Chief but it would be nice to have some honesty in journalism.

Natural gas has been steadily replacing coal as the US's primary fuel for electrical generation ever since the twin inventions of hydraulic fracturing and horizontal drilling. This made natural gas very cheap, and therefore the price of electricity became (and still is) tied to the price of natural gas.

When Russia invaded Ukraine, the price of natural gas more than tripled from ~$2.50 to ~$8 / MMBtu. This slowly trickled down to the ratepayer (since utility rate cases lag). Gas is back down to $1.50/MMBtu and some utilities have already begun reducing prices.

Bu bu bu but Biden doesn't control energy prices!!!

The fuck he doesnt... he controls access (including blowing up or canceling pipelines) , which hits harder than anything else.

Yes. Administration policies directly affect production.
