I find this headline believable, but if you dig the report is based from Reuters, who had 'anonymous sources'. The same anonymous sources that said Putin had a video of Trump getting peed on, I'm sure.

Everything is suspect, but I would not put it past the Chinese to do something like this. The only issue is actually getting data on to the cellular network without a registered SIM. Carriers are really asinine about letting non-paying devices use their networks.
