I know what it means. In the telegraph days they'd also say stop at the end of each sentence which was short for that. In this case it's passively aggressively used along the lines of "end of discussion". I'm just saying, being intimidated by words is amusing.

It's the tonal difference that the period signifies, not the period itself that's intimidating.

So you're scared of people yelling at you and speaking aggressively? Full Stop!

It's more that people are intimidated because people put in periods without being angry or are unaware of this cultural tradition which causes people to wonder about their mistake.
