they needed the State police to provide the sniper team (as they didnt have their own)
If you look closely at the back of the counter-sniper's uniform it says "Secret Service" under the Police badge. Whether they were USSS or contractors remains to be seen.

Yep, I believe they were still Local State police - but under contract to the Secret Service - the small patch on the back a way of identifying to other Local LEO's for why they are on the roof etc and likely several other reasons too - otherwise it would have just been Secret service, imo.
