Yep, that water tower was a prime over watch - No drone surveillance. No personnel on those roof tops themselves is a major security lapse. Almost like the only place for a shooter to go was (purposely) left open - with public reports of a ladder against the wall to climb up on and not blocked off.

If you look closely at the back of the counter-sniper's uniform it says "Secret Service" under the Police badge. Whether they were USSS or contractors remains to be seen.

According to Mark Dice recent video, they saw that guy on the roof top and didn't shoot because they couldn't see the weapon and were worried they would have shot a photographer.
They could have warned their teammates on stage to take Trump away for a while just to confirm the guy on the rooftop wasn't a threat. But they didn't. The reason why still remains.
Also they wouldn't have to deal with that if the few buildings around the area were guarded by secret services.
The shooter was pointed at by people and cops knew it, yet they did nothing. A warning shot from one of the cops would have distracted the shooter and have given a few seconds for Trump to get taken off the stage by the secret service.
