As I said it before it's a very grey area. Let's say some of the guys posted photos of their bodies without showing the face as he asked, and this go their their tattoos or other identifying factors exposed that could eventually lead to someone tracking them over facebook and doxing them. Not all people are wise on how doxing works, and some people here are old, some are just dumb.
If someone is going around and asking people to post their photos it should be a huge red flag.
It's a stupid thing to post your photos on a site like this, but still someone who is a long time user and close to admins should be very well aware of all this when he asked for those photos.
At the end of the day how would you feel if a user who you interact with daily had his life ruined over someone getting him to post a photo of himself on your website?
As I said it before it's a very grey area.
No it's not.

The ToS is clear about it.
Users are solely responsible for their own personal information if they choose to share it on the site.
Now if someone is using that content to search for more information and does what you mentioned:
someone tracking them over facebook and doxing them.
This falls under:
No doxing. Users agree not to post sensitive information relating to other user's real world identities without their express consent.
