The technology used by harp and many other "unknown" electromagnetic tools/weapons are based heavily on the findings of Professor Fran De Aquino. If you look into Harp (seriously) you will find his name come up more than once. It's even mentioned in the fake "AI" article in the OP.

Van Allen belts... I've already read this one and the comments. I ended up reading a spy novel with technobabble and bad predictions about the Yakuza destroying the US.
The De Aquino stuff is interesting. It's about controlling mass with extra-low frequency radiation and gravilectric generators.
Research papers are one thing, prototypes are another, and being able to create a fucking earthquake is something entirely different.
I'm not saying it's impossible, but I'm not buying it until I see more evidence and can understand the details. Plus, I don't really give a shit outside of curiousity. We already have plenty of ways to destroy cities and poison people. It's still a distraction.
