If a weapon like that existed, why keep it a secret? You wouldn't be able to anyway. If you want to influence someones behavior by pointing a gun at them, they, 1) have to know that the gun actually exists (and it's not just you pointing your finger in your jacket pocket at them) and 2) they have to know that it's loaded and works.
Putting out a rumor that you "may or may not have a gun", and that you "may or may not have fired it", doesn't scare anyone. Net effect is zero.
