He's making himself crazy. He thinks that anytime he sees something red it is an indication of a surveillance team. That's not how real surveillance works. Real surveillance is designed to be INVISIBLE to the person being surveiled, in order to track them to a place the authorities want to know about, or to observe who they are meeting with. Spooking the person defeats the purpose of clandestine surveillance... since the person will then become hyper conscious about being tracked. This guy is making himself crazy, and is not thinking rationally.
