I'm pretty sure using body-doubles is typical for world leaders but Biden's brain is so fried they need to use the body-doubles to give his speeches too. Only alternative I can think of is, that they gave him one hell of a plastic surgery makeover, to mask the fact that he already looked like a walking corpse - which would not be a good look for a future president.
