They utilize base-9 aka 12345789 aka 1 (beginning) to 9 (end). The 11 doesn't represent eleven; but two simultaneous ones aka two beginnings aka perceived inspiration (reality) for those with eyes to see and suggested information (fiction) for the ignorant many.

I was going to say 11, 22 and 33 in Numerology are Master Numbers.
