There's a few explanations I've seen:
Predictive programming - tell a horrible story in fiction and it becomes more palatable in a later reality.
Manufactured consent - "If we tell the goyim our plans through a fictional medium and they don't complain, that means they consent to us doing it!"
Demoralization - can't remember if it was Bezmenov or someone else that first said it, but by being forced to accept a falsehood the ability to distinguish future falsehoods is compromised.
