i highly doubt that, they are just using the regular play book seperate the two sided have them fight eachother and when you are bloody and battered fighting your brothers and sisters they come in and make shit worse and then they take control. something like wiping out normal people would have to be done manually they want to rule the planet not die trying to rule it

That is a large chunk of the play book. But also offer, consistently, depopulation is part of the playbook.
