It's about that your local community has a say in what internet and telecom providers can do and what not. People are not just victims but getting involved is difficult because somebody has not only to know the technical details, but also the legal frameworks. There are specialists who can help, like the one interviewed in the link above. It's one of the reasons why people should get involved in local politics.
This system is part of the Newworldorder. They would get "donations" to get them installed. If they don't, they will be attacked (blackmail, false accusations etc) The employees (us) don't have a say what these incorporated governments do. They call us "voters" for a reason. Not electors.
I agree that the people need to get more involved, if anything it will expose the corruption more.
Some neighborhoods are lost forever and they will get megawatts of radio waves, but others negotiate the amount and refuse to get a single watt more than needed.
