No idea if you're right, but they definately don't like private aircraft owners either (*). Early on after 9/11, DHS attempted to excert federal authority over pilots and access to their own aircraft. As well as claiming this gave authorities full access to both the persons of pilots and everything they carried in their own aircraft. So there is certainly reason to believe you might be onto something.

(*) Private aircraft allow for transportation without appearing on highway tracking cameras and airport terminal tracking cameras. This means the federal government can't track everyone in the country.
