Simple. It's called framing. It creates a border around the object you want to capture, which naturally draws your eyes to it. Here's a couple links with several examples. You don't have to read the text; the framing will be quite obvious once you know it's a thing.

P.S. They wouldn't need to edit it out. Just stick the camera a bit farther forward. Also, in this particular instance it shows you that they're patrolling near a fence, adding to the 1000 words of a picture.


Edit: If you websearch it, "photography framing" gives you better results.

I’m glad you put the time in to that response and thx for the lesson but cool story bro..it’s not adding any effect whatsoever other than showing Masonic symbolism
