It's only 9 pages, and I don't see anything about allowing the Nat'l Guard to seize people from their homes, or even anything about masks. What I do see is still suspicious, it's basically letting anyone with medical training practice medicine outside of a hospital. Combined with the CDC doc about internment camps, it doesn't make me feel safe.
