Kill a bunch of the population because the global extinction event is going to kill a bunch of the population.

my thought is something bad is about to happen and they dont want the starving people to find a backhoe and tear into there underground bunker to get to the food. But If the pop is low after the event the bunkers will have enough food for the survivors
