my thought is something bad is about to happen and they dont want the starving people to find a backhoe and tear into there underground bunker to get to the food. But If the pop is low after the event the bunkers will have enough food for the survivors

This could also be another piece of garbage hatched by the CIA which has connections to all of the above to keep us on the edge. It's been like this for a long time. First the "mutually assured destruction" of nuclear weapons that probably don't exist anyhow. They want to keep us anxious fighting for something as if we are about today and maybe like COVID it's all fake once you research it.
