There is so much retardation here that it's only worth making one point.

Technocracy just means that (if implemented faithfully) the most qualified individuals in a specific field would be in charge. It does not imply that these people wouldn't still be elected by the populace, just that they wouldn't even be considered for office if they haven't shown expertise or have a track record of excellence. Not sure how this is worse than any other form of government, barring the obvious military dictatorship (and it's analogues).
