They live in their hermetically sealed world of guidelines and checklists and hierarchies of authority that wind back on themselves without a central node, so there is no way to challenge the system from within, no matter how obviously broken it is. Matching their actions with the requirements of reality is not a concern, and they will become psychotically enraged at anyone who threatens to burst their bubble with factual evidence that contradicts it. And yet, they insist that they are the good people, the ones who know best and must be obeyed!
