Looking at 2 of the colder States, Wisconsin has over 700 MW and theirs work year round and Minnesota has over 19% of their poer capacity from Windfarms and not rolling blackouts when it dips down to 30-40 below zero.

Apparently the company that owns the wind generators, parked a bunch of them because they weren't needed. Then the cold snap and snow\ice came and they froze. Now they can't start them without cleaning them off.
