I'm reading it and intend to review any released docs, expect nothing but maybe interesting so I'm game.

Here is the first problem I found (for me), and to be frank it came sooner than I had hoped.

Its not damning, but its a problem for the credibility to me, I'll keep score so it wont deter my interest, but this a red mark:

"Photo of the CD-ROM, as received from the CIA by The Black Vault."

Ok, lets get literal with our reasoning now....

His claim now is, that the CIA of the United States of America, fired up photoshop, opened a cdrom printer template, and took the time to ornately decorate the disc in a manner consistent with 90s software or dvd sales. Consider the likelihood, that a secretive government matter, would be released along official channels, and upon release a paid federal employee took time to put ufo images on the disc.

This reeks of publication production values, not clandestine classified government releases.

If he said, I got this CD from the CIA and printed a vanity label because this shit is fun and I have to sell it later. I would regard that as honest at least.

I'd genuinely like to pose that question of the origin of the CD label to the Black Vault guys, to hear their side of it.

It seems to me like it would be a difficult thing to argue that this is genuinely received from the CIA in this way.

Here is the link to the zip of the untouched cdrom (only 149MB... o.O )
