The bulbs have to use wifi or bluetooth to work. If they use wifi, they're constantly connected. If they use bluetooth they'd only be able to communicate if a device nearby connected. But if they have enough storage and processing power for a wifi driver, they could possibly do something else.
I think the title could read '3 ways your smart bulb COULD be USED to spy on you', not necessarily that there's some nefarious plot behind all smart bulbs.
