This is bullshit. I've volunteered at a handful of shelters and rescues. Kennel Cough is highly contagious and most dogs that enter shelters will get kennel cough unless they've been vaccinated for it. Is this going to be a push for a new and better kennel cough vaccine, but instead it will kill Rufus? I'd avoid dog parks, too, because they can get catch it there as well.
