The truth is governments (Federal, State, and Local) don't want the war to end. If it did they would have to find different reasons/excuses to fund their operations. They do just enough to give the appearance of fighting. I have worked in government for 14 years and it's sad as fuck. Every part of the government does just enough to give the appearance of functioning while selling the narrative that for just some more money and power they could solve problem x, y, and z.
Always best to just barely be in the minority, 97% to plan, just shy of capturing the perp or passing the law. That is how you maximize revenue. When the dems are low on cash, the let the reps win for 2 years, keeps the cash flowing.
That sounds amazingly plausible. I'm officially creeped out.
