I think that if they wanted, they could easily fit in a complete tracker. Not that RFID can't be a tracker on its own in an urban setting.
Just look at the Mi Band, it's literally a complete tracking device in the form of a small watch, complete with a nice screen and BT and all kinds of sensors and sells for a few dollars and you can buy it anywhere. It's not a big step from that to an implant.
